It sounds like you MAY be infected with something malicious.
What you have written is not the actual "error message" it is only the location of something to do with the error so it is impossible to say for certain.
A dll is simply a library file which could be a part of any program. The one you listed is not one I could find in any search. The fact that it is in your system32 folder is not good as this is the core of your windows operating system and usually programs keep their own dlls in the program files folder under their own folder.
Hopefully you have a security suite (antivirus, firewall, antispyware, etc) from a RELIABLE vendor (like a mcafee or a norton)... and if so hopefully it is properly configured and automatically updating... try forcing an update, closing out of any open programs, and perform a complete scan.

It is also possible that you uninstalled a program incorrectly (ie, deleting it instead of add/remove programs) and it was set to startup and is now giving you an error.
