Why is it saying? C:\WINDOWS\kernel32.dll. can not be found.?

Is it saying this in BIOS (when you start up) or in windows. Kernel32 handles memory management, input/output operations, and interrupts. If it says it cant be found means it either corrupt, gone or the path has been changed. Consult microsoft!
