this is when your system32 folder is getting messed up with something, simply locate your system32 folder via the serach tool and delete it and then restart your computer, and it will refresh itself on your next boot.
I have windows XP and on start up i get the following error mess. c:\prog~1\bar\3.bin\MSBAR.DLL what does mean
You installed a program called bar or something like that - it has a bad file. Reinstall it or remove it.
